Largest Electronic Monitoring Program in History

How the Program Works

Individuals placed in ATD are typically released from ICE custody with conditions that include wearing a GPS ankle monitor at all times (tampering or removal triggers arrest), installing the SmartLINK app and completing regular facial recognition check-ins, observing curfew requirements, attending all scheduled court hearings and ICE appointments, and not leaving a designated geographic area without permission. Violations can result in re-detention, and ICE uses GPS data to locate individuals for enforcement actions. The ankle monitors must be charged daily β€” typically requiring 1-2 hours of charging time, during which the wearer must remain near an outlet.

Civil Liberties Concerns

Advocacy organizations have raised serious concerns about the ATD program.
